Speaking on the sidelines of a function to release a book on former SC advocate late P P Rao, Naidu expressed concern over delay in justice delivery in the country and emphasised the need to evolve standard operating procedures that limit the number of adjournments and specify the time in which cases must be disposed of by courts.
Addressing a gathering, Naidu endorsed the Law Commission's recommendation to bifurcate the SC into Constitutional Division and Court of Appeals for steady disposal of cases, and to set up four regional SC benches. Naidu said such an arrangement would not need an amendment to the Constitution as Article 130 allowed the CJI to decide, with the approval of the President, where the SC sits .
