Five possible scenarios now
1. With NCP being asked to respond by 8.30pm today, Congress could back its pre-poll ally. But without Sena’s support, NCP won’t be able to cross the half-way mark. And Sena isn’t likely to relent on CM-ship. Hence, NCP is expected to turn down offer.
2. Governor may then call Congress, the fourth largest party. It would face the same hurdle as NCP—getting Sena’s support, which isn’t likely. Also, for ideological reasons, Congress is highly unlikely to seek Sena’s support.
3. With both Congress & NCP saying no to forming government, the governor might impose President’s Rule. But in the coming days, if Congress comes around to supporting Sena, Uddhav can go back to the governor with a majority number (including NCP’s).
4. Lawyers haven’t entirely ruled out the possibility of the BJP, which had expressed its unwillingness to form the government, returning to the governor with the support of another party, say the NCP.
5 .If the governor is convinced that no party is in a position to form the government even after imposing President’s Rule, he may as a last resort call for fresh elections.
